SUBJECT: Official Seal of the Department of the Treasury

1. PURPOSE. This Directive sets forth policy for the use of the Treasury seal.

2. POLICY. It is the policy of the Department of the Treasury that appropriate controls shall be placed on the use of the seals and other official insignia of the Department and its bureaus to assure compliance with 18 U.S.C. 701.

3. OFFICIAL TREASURY SEAL. Treasury Order 100-01, "The Department of the Treasury Seal", approved the current seal as the official seal of the Department of the Treasury. The following guidance on the use and display of the Treasury seal is in accordance with 18 U.S.C. 701.

4. AUTHORIZED USE OF OFFICIAL SEAL. Authorized use of the official seal includes attaching the Treasury seal on all official Treasury publications and documents and reproducing the seal on Treasury-owned property, including stationery. A 15-inch diameter fiberglass wall plaque of the seal, produced in accordance with the Bureau of Engraving and Printing specifications, is authorized for display as official Treasury property. In addition, the use of the seal of the Department of the Treasury, bureau seals, badges, or other insignia similarly used as a substitute for the official Treasury seal, is authorized for:

a. the printing of calling cards that are for the official use of an employee;

b. the manufacture of personal items sold by, or through, Treasury employee organizations, where the use of the seal or insignia for such items has been approved by the Assistant Secretary for Management and Chief Financial Officer, head of a bureau, the Inspector General, or the Treasury Inspector General for Tax Administration;

c. the manufacture of plaques or other commemorative souvenirs for presentation to employees or others for service rendered to the Department with the prior approval of the Assistant Secretary for Management and Chief Financial Officer or the bureau head responsible for their distribution; and

d. other uses of the Department’s seal and insignia as determined by the Assistant Secretary for Management and Chief Financial Officer and of bureau seals and insignia as determined by the heads of the respective bureaus. These officials shall seek advice from their Counsel in making such determinations.

5. DELEGATION. The Director, Office of Asset Management, is delegated authority to grant or deny routine outside requests to use the Department’s seal. Examples of routine requests include, but are not limited to, requests to reproduce the Department’s seal in reference books or educational texts. With non-routine requests, such as requests to reproduce the seal on privately manufactured, commercial items or requests that appear to raise policy or legal issues, the Director, Office of Asset Management, shall prepare a response for the signature of the Assistant Secretary for Management and Chief Financial Officer. Advice may be sought from the Office of General Counsel in making these determinations.
