Electronic - Facility Data Release (e-FDR)


The "Electronic - Facility Data Release (e-FDR)" query tool allows retrieval of 2007 data (reported by July 1, 2008) from the Toxics Release Inventory (TRI) database in Envirofacts. You can use this tool to obtain facility and chemical information that was submitted on the Form R or Form A Certification Statement. The e-FDR can better inform communities about releases of toxic chemicals in your area. Options including facility identification information and geographic criteria can be used to refine your searches.

What is the 2007 Toxics Release Inventory (TRI) Electronic Facility Data Release (e-FDR)?

The e-FDR is a facility-level, form-by-form release of TRI data for 2007 as reported by July 1, 2008. The e-FDR does not include analyses of the TRI data, such as national trend analysis.

Why did EPA create the e-FDR?

EPA created the e-FDR to get the data out to communities sooner. In the past TRI data were received, quality-checked, analyzed and released in the annual TRI Public Data Release (PDR). Stakeholders requested that EPA share TRI data sooner and in the basic format received, without waiting for analysis. The e-FDR responds to these stakeholder requests. In addition, increased Internet reporting has allowed EPA to process and make these facility-level data available earlier.

How are the e-FDR data different from the data in the Public Data Release?

The e-FDR is a facility-level, form-by-form release of TRI data, as submitted by facilities. The e-FDR does not include the aggregation of TRI data or national trend analyses. The Public Data Release (PDR) will include national analysis and trends as well as tools to support independent analyses. The data in the PDR undergo comprehensive data checks. Some data quality checks have been completed for the forms released under the e-FDR, although facilities are still reviewing the forms to verify submissions and may revise their data prior to the release of the data in the spring PDR. In addition, the TRI program is completing final data quality checks on the data in anticipation of the PDR. See the Public Data Release (PDR) for previous years.

Is there a difference between this year's e-FDR and last year's e-FDR?

Three changes occurred this year. First, the email address of the public contact was added in Part I, section 4.4 of both the Form R and Form A Certification Statement.

Second, two revision code boxes were added to the top of each form. If the form is a revision (i.e., a replacement or correction for a previously submitted form), then up to two revision codes may be entered at the top of the form indicating why the revision was made. The possible codes and their descriptions are as follows:

If a form is a revision, then the section title for the revision codes and the submitted codes along with their description(s) will appear at the top of the form. If the form is not a revision (i.e. an original submission) then neither the section title, nor the codes (and descriptions) will appear on the form.

Third, four new "Basis of Estimate" (BOE) codes were added while two existing codes were removed. The BOE codes appear in Part II, Sections 5, 6.1 and 6.2 of the Form R. The BOE codes indicate the principal method that was used to determine a reported quantity.

BOE Codes "M1" and "M2" were added representing continuous and periodic/random monitoring respectively. They will replace the old BOE code "M" which indicated unqualified monitoring. Codes "E1" and "E2" for published and site-specific emission factors, respectively were also added. They replace the old BOE code "E" which represented published emission factors. Codes (C) and (O) will remain unchanged.

Can the public suggest changes to the data displayed in the e-FDR?

The public may suggest changes to the FRS latitude, longitude and program ID data using the Integrated Error Correction Process (IECP). To access the IECP click the red button entitled "Report an Error" at the top of each Form R or Form A report.

Will the e-FDR still function when the TRI Public Data Release occurs?

No. When the annual TRI Public Data Release (PDR) occurs, the e-FDR query tool will cease to function. It will be replaced with a Web page directing users to the standard PDR products such as TRI Explorer, the TRI Envirofacts tools, the TRI Web site and the PDR. These tools and Web sites will provide the public with facility and chemical level information as well as trends and further analysis.

What guidance should the user be aware of when using TRI data?

TRI data, in conjunction with other information can be used as a starting point in evaluating exposures that may result from releases and other waste management activities that involve toxic chemicals. TRI data, whether made available through the e-FDR or PDR, have certain limitations. TRI data reflect releases and other waste management quantities of chemicals, not exposures of the public to those chemicals. The TRI does not cover all sources of releases and other waste management activities for toxic chemicals such as car emissions, for example. The TRI does not cover all toxic chemicals or industry sectors. TRI data alone are not sufficient to determine exposure or to calculate potential adverse effects on human health and the environment. How do I use the Query Tool?

Access Form R data by entering search criteria in the text boxes below. Searches can be based on a "Facility Name," a "TRI Facility Identifier" or components of a facility's address. Use the "Containing" or "Beginning With" buttons to specify partial "TRI Facility Identifiers" or "Facility Names." For example, to select data for all facilities that contain the text "INC," enter the string "INC" in the "Facility Name" box and click the "Containing" button below it.

Combinations of search elements may be used. For example, a "Facility Name," a "County" and a "State" can be used to narrow a search. Once the search criteria have been entered, click on the "Run Report" button.

A list of names and corresponding TRI Facility Identifiers for all facilities having values similar to that of the search criteria will be displayed. By clicking on the "TRI Facility Identifier" in that list you will obtain a list of chemicals that were reported by that Facility. Click on a chemical name in that list to view a facsimile of the Form R or Form A Certification Statement submitted for that chemical.

Form A Certification Statement

Facilities can submit a Form A Certification Statement to the Toxics Release Inventory (in lieu of a Form R) under certain conditions. For PBT chemicals, the Form A can be used by facilities with zero releases (both on-site and off-site) and 500 lbs or less of treatment, recycling, and/or energy recovery. This applies to all PBT chemicals except dioxin and dioxin-like compounds. For all other chemicals, the Form A can be used by facilities with 5000 pounds or less of releases (both on-site and off-site), treatment, recycling, and/or energy recovery with the contribution of on-site and off-site releases limited to 2000 pounds or less.
