ASSIST2

Hewlett-Packard (HP), Computer Services Corporation (CSC) , and Unisys are the prime vendors in the Department of Justice's ASSIST2 program. ASSIST2 is a Multi-Agency Contract (MAC) authorized for use by DOJ and other Federal agencies to provide a variety of IT support services for a wide range of computer environments and operating systems. The contracts have an aggregate value of $300 million, and extend until September 2006.

The ASSIST2 program is innovative in a number of ways. It is focused on Service Level Agreements (SLA) with no predetermined price list so that the level of service and prices can be tuned to the needs of the client instead of "one size fits all," particularly in the hardware maintenance area. The Department will strongly encourage (but not require) each SLA to have Performance Incentives (positive and negative) to promote consistently superior performance. Another innovation is the use of flexible labor categories, with the vendors providing staffing for each task using the best commercial business practices. Each of the three vendors has a strong subcontractor team; additional subcontractors can be proposed to meet the needs of a specific task. Task Proposal Requests are typically issued for two-week response by the vendors, allowing quick task initiation. Tasks may be requested or proposed on a firm fixed-price, labor-hour, or time-and-materials basis, or any combination thereof.

The single exception to the hardware maintenance coverage is for mainframe systems. Note that the other services, including help desk support, may cover mainframe connectivity or applications. Other non-mainframe IT devices may also be maintained as needed.

The contracts allow the three vendors to bid on individual task proposal requests initiated by DOJ components and other government agencies, unless there is justification for sole-source task placement such as urgency, uniqueness or logical follow-on. Tasks may be issued with annual options for the life of the contract. Performance under this contract may be provided anywhere in the United States, its territories, and foreign countries. Tasks may include as Other Direct Costs materials needed to perform the task, including incidental equipment.

ASSIST2 is managed within a Department of Justice Working Capital Fund (WCF) on a fee-for-service basis; fees range from 3.5% to .5 % based on size of task order.
