Changes in unemployment insurance legislation in 1991

With the Nation in recession, emergency legislation was enacted at the Federal level to provide additional weeks of benefits to qualified persons; four States enacted emergency or additional benefit programs, and eight States added or made permanent special taxes. This article summarizes major changes in State unemployment insurance laws enacted during 1991.
