This section manages goods, supplies, equipment, materials and technical consultant service procurements.

Environmental Purchasing

King County Procurement Services is proud of it's award winning Environmental Purchasing Program. Policy requires County agencies and their contractors to use recycled and other environmentally preferable products wherever possible. The program provides information and assistance to County agencies and others about environmentally preferable products and processes that economically meet performance requirements. Equal Benefits

King County’s Equal Benefit Ordinance went into effect for contracts awarded on or after April 1, 2004. The ordinance sets forth certain conditions under which contractors doing business with the county must provide benefit packages to their employees' domestic partners that are equivalent to the benefits offered to their married employees. Project Control Officer (PCO)

The PCO function was established by Executive Policy and Procedure CON 7-10-01. Generally, the Project Control Officer works with Construction Projects over $10M and Consultant (Professional and Architectural & Engineering) Contracts over $2M. The PCO is also available to assist with other contracts regardless of value. PCO duties include:

  • Review of control processes for Projects.
  • Review of change orders and amendments which use more than 75% of project contingencies or are over 150K (and require cost/price analysis).
  • Assisting Project Representatives (PRs) with compliance on all Executive Policy & Procedure related to Contract Management. Contract Management Procedures include scope of work development, procurements, cost/price analysis, risk assessments, budgets, schedules, milestones reporting, quality controls, change orders, amendments, document control etc.
  • Training Department PCO's and assisting with PR Training.
