Lower Colorado Regional Director
Lorri Gray
Lorri J. Gray was appointed Regional Director of the Bureau of Reclamation’s Lower Colorado Region on September 2, 2007.
Headquartered in Boulder City, Nevada, the Region encompasses southern Nevada, southern California, most of Arizona, and small portions of Utah and New Mexico. The Region's programs include management of the last 700 miles of the Colorado River, extending from Lee's Ferry in northern Arizona to the Mexican border. The Region operates and manages Hoover, Davis and Parker Dams and oversees numerous other facilities originally constructed by and still under Reclamation ownership. The Region also serves as Water Master of the Lower Colorado River on behalf of the Secretary of the Interior. Under Gray's direction, Regional programs are administered by offices located in Phoenix and Yuma, Arizona; Boulder City, Nevada; at Hoover Dam; and in Temecula, California.
In her 25 years of federal service with Reclamation’s Lower Colorado Region, Gray has held several management positions, including Deputy Regional Director and regional liaison in the Office of the Commissioner in Washington D.C.
Prior to being named Regional Director, Gray was the Program Manager of the Lower Colorado River Multi-Species Program (MSCP) where she was responsible for implementing the MSCP on the lower Colorado River. This multi-agency program provides 50 years of Endangered Species Act compliance for 41 entities in the states of Arizona, California, and Nevada and six federal agencies that manage or utilize the water and power resources of the lower Colorado River.
Trained in facilitation and mediation, she has coordinated and collaborated with federal, non-federal, and non-government organizations on Colorado River issues, and worked on key regulations affecting management of the lower Colorado River.
Gray has received the Superior Service Award and the Meritorious Service Award, two of the Department of the Interior's highest for career employees. She has a Bachelor of Science degree in business administration from the University of Phoenix.
