Office of The Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer


The Office of the Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer (DASHR/CHCO) is responsible for Department-wide policy and oversight in all areas of human capital management and civil rights, including employment and staffing, compensation, benefits, executive resources, succession planning, labor and employee relations, workforce development, performance management, diversity management, equal employment opportunity and external civil rights enforcement.  The Office also provides for the full range of human resource services to support operations of Departmental Offices and executes Treasury’s responsibilities for certain retirement benefits for District of Columbia police officers, firefighters, teachers and judges
 
The DASHR/CHCO is accountable for the management and oversight of the Human Capital component of the President’s Management Agenda.  The DASHR/CHCO represents the Treasury Department on several government-wide councils, including the OPM Chief Human Capital Officers’ (CHCO) Council and the Intelligence Community CHCO Council, and chairs the Department’s Human Capital Advisory Council (HCAC).  This Council enhances the collaboration between Treasury EEO and Human Resources (HR) communities to promote the transformation of Human Capital practitioners as strategic business partners, and increase efficiency and effectiveness in identifying and implementing strategies to attract, develop and retain diverse talent as an employer of choice while responding to changes in workforce trends Department-wide.

The Office is also the business owner of HR Connect, the Department’s automated human capital management system as well as an OMB approved HR Line of Business.  Treasury is one of the five Federal HR Lines of Business.

The Office of Human Capital Strategic Management (HCSM)
The Office of Human Capital Strategic Management(HCSM) develops and implements human capital policies and programs to align with and support the Department’s and the bureaus’ human capital strategic objectives.  The office provides leadership, policy guidance, and technical advice to bureau human capital offices and Treasury officials on a broad range of workforce issues, including performance management, workforce development, executive resources, and employment, staffing, compensation, and workers ’ compensation programs.  HCSM works closely with Treasury bureaus and collaborates with other agencies, including the Office of Personnel Management (OPM) and the Office of Management and Budget (OMB), to develop solutions to emerging human capital issues and support government-wide human capital initiatives.

The Office of Civil Rights and Diversity (OCRD) In conjunction with the Office of Human Capital Strategic Management, OCRD is charged with ensuring the recruitment and retention of a well-qualified diverse workforce to meet the current and emerging mission related needs of the Department of the Treasury. To meet this goal, OCRD must ensure there are broad outreach programs available to reach diverse, well-qualified individuals; that no barriers exist that impede equality of opportunity for the promotion and development of such employees once they are hired; and that there are appropriate policies in place to help retain quality employees.

OCRD is also responsible for ensuring the Department’s Equal Employment Opportunity Programs are model programs, as required by the Equal Employment Opportunity Commission in Management Directive 715. This includes ensuring all bureaus have effective EEO policies and procedures in place which meet the needs of the bureaus’ workforce, that the workforce is trained on its EEO responsibilities, that procedures exist for alternative dispute resolution as required in 29 CFR 1614, and that the statutory EEO complaint program is administered in an objective, efficient and effective manner, including the oversight of the Treasury Complaint Center. OCRD is also responsible for ensuring that any program or activity that receives Treasury federal financial assistance meets the non-discrimination requirements set out in Title VI of the Civil Rights Act, Title IX of the Education Amendments, and Sections 504 and 508 of the Rehabilitation Act, and that Treasury conducted programs are conducted in a non-discriminatory manner.

The Office of Human Resources (OHR) for Departmental Offices The Office of Human Resources (OHR) for Departmental Offices is responsible for providing Human Capital consulting services to Departmental Offices (Main Treasury) impacting pay, benefits, retirement, staffing (including executive/political appointments), employee/labor relations, staff development and succession planning conducted both on site as well as contractually through the Bureau of Public Debt Administrative Resource Center (ARC).

OHR is dedicated to deliver the most helpful, effective, responsive guidance and support possible to its business partners and individual customers in achieving all their Human Capital objectives.
The Office of Human Resources (OHR) for Departmental Offices (DO) provides direct HR support for all organizations within Treasury headquarters. Operational functions are conducted locally for workforce planning and staff development, HR systems support, executive resources, employee benefits and employee and labor relations issues. Contractual outsourcing is provided by the Bureau of Public Debt for staffing, job classification, and payroll operations.

The Treasury Executive Institute (TEI) provides continuous learning and growth opportunities that meet the learning needs of Treasury Department executives, executive development candidates, and senior managers. TEI brings executives to the marketplace of ideas by exposing them to best practices in leadership models, new technologies, and executive competencies. TEI programs have provided both education and knowledge sharing opportunities among executives throughout the Treasury Department since its creation in 1983.

The Office of D.C. Pensions
The mission of the Office of D.C. Pensions (ODCP) is to implement the Secretary's responsibilities under the Balanced Budget Act of 1997, Public Law 105-33 (111 Stat. 251, 712), as amended. This includes 1) making accurate and timely Federal benefit payments associated with the District of Columbia retirement programs for police officers, firefighters, teachers, and judges; and, 2) ensuring the effective financial management of the pension funds in the custody of the Treasury. The Office of Benefits and Systems Administration oversees the administering of the Police Officers' and Firefighters', Teachers' and Judges' Retirement Plans; and, the operations of the pension payroll system. The Office of Finance and Resource Administration ensures the effective financial management and investment of the pension funds, and the efficient operations of ODCP.
