The Office of Compliance (OC) assists industries and other organizations in improving their compliance with environmental laws. OC:
- Sets national compliance assurance and enforcement priorities through strategic planning and targeting
- Collects and integrates compliance data
- Develops effective compliance monitoring programs to support inspections and self-reporting
- Builds the capacity for more effective compliance assistance to the regulated community
- Improves the quality of regulations
- Works with regions, states, tribes, municipalities, citizen groups and industry
- Supports enforcement activities
In addition to coordinating the management and administrative functions of the office, the Immediate Office also includes:
The National Planning, Measurement and Analysis Staff (NPMAS) oversees the Office of Enforcement and Compliance Assurance's strategic planning activities, and the development of measures and performance analyses in support of strategic planning and program management efforts. NPMAS is responsible for:

The four divisions of the Office of Compliance are:
The Agriculture Division (AgD) is responsible for overseeing environmental compliance programs for agricultural production, including crops, livestock, forestry, agricultural chemicals, irrigation, lawn care, and pest control. The Ag Division also manages the Laboratory Data Integrity Branch and sponsors EPA's Ag center. The Ag Division:
- Provides guidance/policy development
- Coordinates EPA's Compliance Assistance policy for agriculture and measurement among regions, states, tribes and other agencies, and information providers
- Forms strong partnerships with states, local governments, and tribes to address compliance issues
- Develops communication/marketing strategies and mechanisms to reach critical audiences and stakeholders
- Provides lead regulatory and program support on compliance matters related to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).
- Administers the FIFRA state and tribal compliance cooperative agreement program and the FIFRA Section 7 pesticide production reporting program
- Implements the Agency's Good Laboratory Practice (GLP) regulatory activities
- Supplies program support for Confined Animal Feeding Operations (CAFO) compliance activities under the Clean Water Act (CWA)
- Coordinates the Discharge Monitoring Report - Quality Assurance (DMR-QA) program for monitoring the data quality submitted under the requirements of the National Pollutant Discharge Elimination System (NPDES) permits.
- Assures the quality and integrity of test data submitted under the FIFRA and the Toxic Substances Control Act (TSCA)
The Compliance Assessment and Media Programs Division (CAMPD)
- Provides the focal point of EPA expertise for all technical aspects of the programs within the Division's media programs and sectors
- Develops compliance analyses and guidance for relevant media programs and regulatory applicability determinations for the Air program
- Develops standards for measuring pollutants on a media basis
- Develops overall program guidance for compliance monitoring and inspector issues for regions states, and tribes
- Develops interpretive guidance and policies to assist the regulated community in its compliance efforts
- Establishes media information management requirements
- Develops media-specific inspector training and technical assistance programs; institution of compliance promotion and self-auditing policies and programs; regulatory development support
- Develops media pollution prevention strategies; and grant and contract management.
- Provides compliance monitoring support for EPA's inspectors and
- Is responsible for compliance the to regulatory programs such as the Clean Air Act and Clean Water Act
The Compliance Assistance and Sector Programs Division (CASPD) is responsible for:
- Coordination: serves as EPA's focal point for compliance assistance (CA) policy, coordination, and measurement among regions, states, tribes and other agencies and providers
- Policies and Guidance: develops policies, guidance and protocols that advance the practice of strategic CA (e.g., CA targeting protocols, CA Plan, and tribal CA strategy)
- Tool Development: develops CA "tools" to implement integrated initiatives and sector-based approaches to addressing environmental problems
- Communication/ Marketing: develops communication and coordination mechanisms ( e.g., CA Clearinghouse) among assistance providers, regions, states, tribes and stakeholders, in order to help institutionalize and advance the practice of compliance assistance
- Sectors: identifies priority and emerging sectors and develop integrated strategies to target, market and deliver tools to address these problem areas
- Media: supports new, EPA media-specific rules and regulations which impact CASPD's lead and emerging sectors and develop related CA tools
- Measurement: measures the effectiveness of the Agency's compliance assistance activities and work with other assistance providers in implementing measurement strategies
The Enforcement Targeting and Data Division (ETDD) supports the national enforcement and compliance information and reporting needs by:
- Managing the operation, maintenance and modernization of enforcement and compliance data systems
- Integrating compliance and enforcement data across all the environmental statutes
- Collecting, analyzing and reporting state and federal enforcement and compliance results
- Developing targeting tools to assist the EPA, states and tribes in their compliance and enforcement activities
- Providing public access to environmental enforcement and compliance data
The National Enforcement Training Institute (NETI) is responsible for training federal, state, local and tribal lawyers, inspectors, civil and criminal investigators and technical experts in the enforcement and compliance of the nation's environmental laws. NETI promotes a balanced training approach using traditional classroom training, distance learning tools such as computer-based training, and cooperative agreements with other organizations to reach a broad audience. NETI's major functions include:
- Developing and delivering classroom and technology-based environmemntal enforcment training
- Assisting other organizations in developing and delivering environmental enforcement training
- Maintaining a training website for on-line courses, course schedule information and registration services, and individual student accounts
- Operating state-of-the-art training facilities in Washington, DC and Lakewood, Colorado
- Fostering a network of instructors and training contacts nationwide
- Advising national program managers on enforcement and compliance assurance training needs
