The mission of the Office of the Librarian is to set policy and to direct and support programs and activities to accomplish the Library's mission. The Office of the Librarian is the administrative branch of the Library of Congress. It has overall management responsibility for the Library and includes:
- The Librarian of Congress
- Chief Operating Officer (COO)
- Congressional Relations Office (CRO)
- Development Office (DO)
- Human Resource Services
- Integrated Support Services
- Office of the Chief Financial Officer
- Office of Communications/Public Affairs Office (OC/PAO)
- Office of Contracts and Grants Management (OCGM)
- Office of the General Counsel (OGC)
- Office of the Inspector General (OIG)
- Office of Security and Emergency Preparedness
- Office of Special Events and Public Programs (OSEPP)
- Office of Workforce Diversity (OWD)
These functions serve and impact the entire institution.
Goals
- Oversee all Library priorities with service units and enabling infrastructure
- Enhance the relationship with Congress
- Shape organizational culture
- Perform the Library's communications, education and public relations functions
- Implement a Library-wide, multiyear program and budget planning process
- Conduct an ongoing review of the Library of Congress's regulations based on statutory, case law, and internal policies and practices
- Reach agency fundraising goals
- Design, plan, and implement high-visibility and sensitive initiatives in which the Librarian has a direct role
- Coordinate and manage Library of Congress events
- Manage the administrative operations of the Office of the Librarian
