Philip E. "Pepper" Phillips was named the director of the Kennedy Space Center (KSC) Constellation Project Office of the NASA Constellation Program in June 2007. His organization is responsible to the Constellation Program manager at JSC and the KSC center director for the planning and execution of the required facilities, ground systems, and prelaunch, launch and recovery operations for NASA's lunar/mars human exploration program.

Prior to his current assignment, Phillips served as deputy director, Constellation Project Office were he assisted the director in managing the development of ground systems requirements; test and operations requirements; ground processing, launch, and recovery operations planning; test and verification planning; and logistics planning.

Phillips' career with NASA began at KSC in 1987 as a member of the KSC shuttle team. Prior to joining the Constellation Project Office, Phillips served as deputy director of the KSC Shuttle Processing Directorate. The directorate's responsibilities included processing and launching three space shuttles - Discovery, Atlantis and Endeavour - and managing a workforce of approximately 5,400 civil service and contractor employees. In this capacity, he served as the alternate technical manager representative (TMR) for the Shuttle Processing Contract at KSC. Phillips was a NASA test director, convoy commander, NASA vehicle manager for Endeavour, chief of the Process and Analysis Branch, and flow director for Endeavour. Phillips served two six-month details away from KSC: one at Johnson Space Center (JSC) in the Shuttle Program Office, and one at NASA Headquarters in the Office of Safety and Mission Assurance. Before his deputy director assignment, he served as chief of the Shuttle Processing Business Office where he was responsible for the overall budget management and contract technical oversight activities for the Shuttle Processing Directorate.

NASA has rewarded Phillips' service with several distinguished awards, including the NASA Exceptional Service Medal, Astronaut Corp's Silver Snoopy Award, a KSC Certificate of Commendation, and a KSC Certificate of Achievement. He has also been awarded two NASA Group Achievement Awards.

Phillips graduated from Astronaut High School in Titusville, Fla, and received a Bachelor of Science in electrical engineering from the University of Alabama in 1985. In 1996, he earned a Master of Science in engineering management from the University of Central Florida. Phillips currently resides in Viera with his wife, Stacie.
