HCD Program Administration


Community Development Section

The Community Development Section funds public infrastructure, community facility and human service projects which serve low- and moderate-income residents in both rural and urban communities.

Housing Finance Program

The Housing Finance Program funds development of housing affordable to low-income families, individuals and special needs residents throughout the suburban cities and unincorporated areas. The housing can be new construction, or acquisition and rehabilitation of existing units.

Homeless Housing

The Homeless Housing Section is responsible for planning and implementing the King County Continuum of Care and working with community-based partners to address and prevent homelessness. This includes contracting with community-based agencies for emergency shelter, transitional housing and permanent supportive housing services. Staff also provide support to the Committee to End Homelessness in King County and the Safe Harbors Initiative, our local Homeless Management Information System. Affordable Housing and Planning

The Affordable Housing and Planning Program helps preserve the region's affordable housing stock.

Housing Repair Program

The Housing Repair Program helps preserve the region's affordable housing stock and keep it decent, safe, and sanitary by providing (1) rehabilitation loans and grants to low-income homeowners and (2) loans to landlords to help repair rental units which will be occupied by low-income tenants. This assistance is available throughout King County outside of Seattle.
