I just checked ERIC and you can find them either under "Focus on Basics" (best to put a year in) or with a search word...
So that's good to know...posterity!

Focus on Basics and other NCSALL publications can also be found in the
Education Resources Information Center (ERIC), sponsored by the Institute of
Education Sciences (IES) of the U.S. Department of Education at:
http://www.eric.ed.gov/

So, the materials would still be available when the NCSALL web site is
discontinued.

According to the director of NCSALL, John Comings, the NCSALL web site will
be up through 2008. After that, we don't know.
