NCSALL has a book, "Understanding What Reading is All About," that offers 13 lessons designed to help learners understand the components of reading that are part of becoming a more fluent reader. Two issues of "Focus on Basics" offer guidance on adult reading. Volume 1, Issue B, http://www.ncsall.net/index.php?id=167 is on reading in general.

is on first level readers.
