1. To determine the family's income as a percentage of poverty, the annual cash income of a child's broadly-defined family (all persons related by blood, marriage, or adoption) is compared to the applicable annual poverty threshold. Cash income is CPS-reported cash income, with the exception that SSI and TANF amounts are adjusted by TRIM3 for underreporting. Children above 200% of poverty by that measure may still be eligible for Medicaid or SCHIP in one or more months because eligibility depends on monthly income, because the family unit for determining eligibility may be smaller, or because in some cases the applicable poverty guideline is larger than the poverty threshold.
2. A child is classified as Medicaid- or SCHIP-eligible if he or she meets eligibility criteria in any month of the year. Medicaid-eligible includes some children who are eligible for Medicaid and SCHIP in different months of the year; SCHIP-eligible includes only children who are never eligible for Medicaid. SCHIP eligibility includes both separate state programs and Medicaid expansion programs.
3. Poverty levels listed for Ineligible due to Income Limits are based on monthly income as calculated for Medicaid/SCHIP eligibility. Hence a child counted as having income <= 200% of poverty is not eligible under current law but would be eligible in at least one month if all state SCHIP programs covered children up to 200% of poverty. These children may have annual incomes above 200% of poverty. Similarly, a child counted as having income <=350% of poverty is not eligible under current law but would be eligible in at least one month if all state SCHIP programs covered up to the New Jersey limit of 350% of poverty, which is the highest of any state. These children may have annual incomes above 350% of poverty. A child listed as Ineligible due to Multiple Restrictions would be eligible only if two or more of the restrictions (Citizenship, Age, Asset Limits, Income Limits) were removed. Illegal aliens and nonimmigrants are not included in this category.
4. Children are all persons aged 18 and under.
5. Insured status based on TRIM3-simulated Medicaid or SCHIP enrollment in any month of the year or CPS-reported annual coverage by Medicare, CHAMPUS, or private insurance.
