The United States Agency for International Development (USAID) in Pretoria, South Africa plans to issue by November 2008 a Request for Proposal (RFP) for the program described in the attachments entitled "Concept Paper" and "Regional Criteria and Guidance."

All interested organizations are invited to review the attached concept paper and critieria and submit comments to Kent Howard at kjhoward@usaid.gov by October 1, 2008.

All interested organizations are requested to express their interest to bid for this program. USAID will establish a Prospective Bidders List, which will be included in the final RFP. Expressions of interest should be submitted to Kent Howard at kjhoward@usaid.gov by October 1, 2008.
