Voluntary Leave Transfer Program

The Voluntary Leave Transfer Program allows Federal employees to donate their annual leave to assist other Federal employees who have personal or family medical emergencies and who have exhausted their own leave.

Information for Leave Donors:

The purpose of this page is to improve the efficiency of the Voluntary Leave Transfer Program and not to serve as an advertisement to solicit leave for employees.  To receive an up-to-date listing of NIST employees approved as leave recipients, please contact Savanna Rimbey, 301-975-3398 or Dorothy Smothers, 301-975-3048.  To donate leave to participating recipients, donors must complete OPM Form 630-A and provide the name of your timekeeper and his/her phone and fax numbers.

If you are an employee of NIST, Technology Administration, or the National Technical Information Service, and wish to donate leave to a Federal employee employed by an agency other than Department of Commerce, you must complete OPM Form 630-B, and provide the name of your timekeeper and his/her phone and fax numbers, as well as the Human Resources contact person and phone number at the recipient's agency.  

Information for Leave Recipients:

If you are an employee of NIST or the National Technical Information Service (NTIS), and want to apply to become a leave recipient, you will need to submit the following to the Human Resource Management Division, 100 Bureau Drive, Mail Stop 1720, Gaithersburg, MD 20899-1720:

  1. A completed OPM Form 630 and the name of your timekeeper and his/her phone and fax numbers.
  2. A statement from the doctor stating illness/reason and a period of time employee is expected(duration) to be off.  The OPM-630 form, blocks 9 and 10, must match the doctor's note.
