Ustad Award for Excellence in Acquisition Awarded to Navy's Katherine RachubinskiGSA # 9950 May 17, 2002 Washington, DC - The U.S. General Services Administration recently honored Katherine Rachubinski, a contract negotiator at the U.S. Navy's Naval Inventory Control Point in Philadelphia, PA, with the second annual 2002 Ida M. Ustad Award for Excellence in Acquisition. This award recognizes a Federal employee who demonstrates the spirit of a contract specialist as a business leader or advisor. The award was created in honor of Ustad who earned a well-deserved reputation throughout the Federal Government and with private industry for providing expert acquisition and procurement advice. Rachubinski's Award represents her excellence as the contract specialist on the Auxiliary Power Unit/Total Logistics Support (APU/TLS) program. She helped design and was a driving force in the execution of this innovative and aggressive acquisition and logistics program that truly brought best commercial practices to managing and supporting military hardware. This effort resulted in estimated savings of $50 million over a 10-year period. Rachubinski was recognized for demonstrating impressive leadership in building consensus and support from all stakeholders and staying focused on outcomes. She structured this acquisition program to incorporate many commercial best practices and processes in contracting and the areas of engineering, finance, logistics and repair of auxiliary power units. She was also instrumental in leading the team's development of an acquisition and contracting strategy that linked the contractor's profit with the Navy's objectives of achieving increased system reliability and availability along with reduced costs. The TLS program is unique, innovative and working due to Rachubinski's dedication and vision, and stands as a strong example of performance-based acquisition logistics, strategic procurement and government-industry partnering.
