Four Companies Win GSA SmartPay® 2 Contracts Worth Up to $260 BillionGSA # 10357 June 7, 2007 Washington, DC – The U.S. General Services Administration today named four firms as winners of its competitive, governmentwide GSA SmartPay® 2 charge-card service contracts. Awardees are Citibank N.A. of Sioux Falls, S.D.; GE Capital Financial Inc. of Salt Lake City, Utah; JPMorgan Chase N.A. of New York, N.Y. and U.S. Bancorp of Minneapolis, MN. “GSA SmartPay® 2 provides cutting-edge charge card services at best value for government agencies,” said GSA Administrator Lurita Doan. “This is another example of GSA discovering the needs and then providing the services to make government more responsive to the American people.” “We are proud to manage GSA SmartPay®, helping more than 350 federal agencies and organizations accomplish their missions around the world,” said Federal Acquisition Service Commissioner Jim Williams. “I look forward to working with these awardees to provide the best possible charge card services to GSA customers.” Valued at an estimated $26 billion each year for 10 years, the contracts continue governmentwide purchase, travel, fleet and integrated charge card services currently provided by GSA’s SmartPay® program. GSA SmartPay® is the largest government charge-card program in the world. GSA SmartPay® 2 builds on SmartPay® by expanding product and service lines. These include prepaid and contactless cards, as well as cards in foreign currencies and other separately priced, value-added items. SmartPay® 2 also helps federal agencies by providing enhanced agency spend analyses, program control and oversight, and improves payment services through new technologies. It increases security requirements for data management and handling, and complies with all Federal Information Security Management Act (FISMA) and Payment Card Industry security standards.
