GSA Releases Performance Measurement GuideGSA #9381 January 23, 1997 The U.S. General Services Administration has released its new performance measurement guide, Performance-Based Management: Eight Steps for Developing and Using Information Technology Measures Effectively. "Based upon the work of several Federal agencies, the guide offers substantive information to assist agencies in developing performance measures that comply with the Clinger-Cohen Act and the Government Performance and Results Act," said program manager Pat Plunkett. GSA's Office of Governmentwide Policy developed the guide, according to Plunkett, "to serve as a practical resource to help agencies develop effective measures that link IT investments to mission results and reduce the time it takes for agencies to develop meaningful measures." The guide provides an approach to develop and use performance measures based on research gathered from a variety of sources. Several Federal agencies including the Social Security Administration and the Defense Commissary Agency contributed their experiences gained from various major IT projects. The guide includes the performance measurement plans from these agencies. GSA also incorporated lessons learned from state governments of Texas, Florida, Oregon, and from private industry. The Eight Steps uses the "balanced scorecard" framework, well-known in industry, to provide a comprehensive view of organizations and their support functions. Plunkett said that the power of this approach is that it translates strategy into action through performance measures. Using the guide, agencies can develop mission and IT performance measures to implement their business strategies. Laurence Wolfe, acting deputy Associate Administrator for Information Technology in the Office of Governmentwide Policy, describes the guide as "...a much-needed framework for Federal agencies on developing performance measures, particularly as these measures apply to IT projects" Wolfe said that GSA offers further information on performance measurement through its Performance Pathways web site, located at the following URL: http://www.itpolicy.gsa.gov/mkm/pathways/pathways.htm.
