GSA's Pugliese Named Government Executive of the YearGSA #9443 October 30, 1997 WASHINGTON, DC -- The U.S. General Services Administration announced today that Frank P. Pugliese Jr., the agency's Commissioner of its Federal Supply Service, was honored last night as Government Computer News's "Government Executive of the Year" for expanding the use of information technology tools that simplify and cut the costs of federal procurement. The Government Computer News Agency Awards for excellence in information resources management are given each year to one civilian and military federal agency and one private sector organization with a record of excellence in the application of information technology to improve services delivery. This year's ceremony was held last night in Washington, DC. Pugliese's FSS was noted for streamlining the acquisition process, and for creating GSA Advantage!, a state-of-the-art electronic ordering system for federal procurement. David J. Barram, GSA Administrator, said, "Frank Pugliese and his team at GSA's Federal Supply Service epitomize the best instincts of a government that meets the challenges of an increasingly competitive environment by being innovative to meet the needs of federal agencies." As Commissioner of GSA's FSS, Pugliese manages 3,400 employees who supply more than $14 billion in goods and services to federal departments and agencies worldwide. He also manages a worldwide fleet of 150,000 vehicles, travel and transportation services and the reuse and sale of surplus personal property for civilian and military agencies. Since joining GSA 26 years ago, Pugliese has worked in all major GSA program areas, thereby bringing broad management experience to FSS when he joined the service in 1992 as Deputy Commissioner. Since taking over as Commissioner in 1994, he has led employees through a period of unprecedented growth and reinvention. While employment levels have dropped 25 percent, FSS supplies more goods and services today than ever before. Pugliese and FSS have received numerous awards and acknowledgments for their contributions to improve government. His commitment to deficit reduction and cost effectiveness in government earned him the 1995 Presidential Rank Award. Last year, FSS received a Computerworld Smithsonian Award for the development of GSA Advantage!.
