G. Martin Wagner To Receive FGIPC AwardGSA #9590 June 21, 1999 Washington, DC -- James D. Buckner, President of the Federal Government Information Processing Councils (FGIPC), announced that G. Martin Wagner, Associate Administrator for Governmentwide Policy in the General Services Administration, is the FGIPC's 1999 winner of the John J. Franke Professional Services Award. The award will be presented at the 19th annual FGIPC Management of Change Conference in Dallas, Texas, on June 23. Wagner directs GSA's Office of Governmentwide Policy. This office collaborates with other Federal agencies, State and local governments, private industry, and other entities to develop policy in the areas in which GSA has expertise - information technology, acquisition, real and personal property, travel and transportation, regulatory information, and use of federal advisory committees. The award is in memory of the late John J. Franke, Director of the Federal Quality Institute, USDA Assistant Secretary for Administration, and longtime FGIPC advocate. It is given annually to a senior government official who has been a spokesperson for leading IT issues over time. Fifteen to twenty years service in increasingly responsible positions is normally a requirement. Franke was a leader and an advisor to IT officials. He is remembered by those who knew him and worked with him in these ways: he shared his victories with his staff; he listened to employees and customers; and he often said, "We'll make progress by using a little common sense and by getting people to talk to each other." FGIPC facilitates and encourages professional communication between organizations of the government information technology (IT) community located across the country, between those organizations and industry, and between those organizations and central management (regulatory and oversight) agencies in Washington, DC.
