Trail Boss of the Year Awards Presented at Annual Trail Boss RoundupGSA # 9574 April 30, 1999 WASHINGTON, DC -- The U.S. General Services Administration's annual Trail Boss Roundup was held April 27-30 at the Hospitality House in Williamsburg, VA. The Trail Boss Interagency Committee presented the Trail Boss of the Year Award and two Trail Boss Special Achievement Awards at the roundup. These awards honor Trail Bosses who have made substantive contributions toward the success of their agency's mission. Lt. Col William V. Cox, Deputy Director, Functional Information Special Project Office Standard Systems Group, Gunter Annex Maxwell AFB, was honored with the Trail Boss of the Year Award. Using Trail boss tenents, Cox was able to rehabilitate three systems that he inherited this past year -- the Air Force Operations Resource Management System, which suffered from flawed design assumptions and test strategy; the Manpower Data System, which was near cancellation due to exceeding budget and time goals; and the Security Forces Management Information System, which had an independent cost estimate of $5-8 million, but did not have user support. As a result of his efforts: * The Air Force Operations Resource Management System went from a 30-minute response time to Trail Boss Special Achievement Awards were presented to: Jerry Bennis, Defense Message System (DMS) Program Manager, Defense Information System Agency, was honored for bringing together a management team comprised of subject matter experts--engineers, logisticians, training specialists, requirements analysts, and cost analysts--to improve the capabilities of the Defense Message System (DMS). Bennis brought a focus and vigor to the program that led to improving system capabilities and providing those capabilities to customers throughout DOD. In the last year DMS has gone from 4 installed sites to 218. He has also been vigilant in ensuring that DMS will continue to be current, responsive, and affordable in the years after installation. Graig Webster, Project Manager, Public Works and Government Services Canada was recognized for enabling the Government of Canada to develop creative solutions and marshal private sector resources necessary for timely remediation of its Year 2000 problems. Working in cooperation with the Chief Information Officer, the private sector and Public Works and Government Services Canada, Webster awarded contracts for the complete conversion of applications, systems or business functions, the rental of IT development and test facilities, Y2K professional services, commodities procurement, and brokerage of unused services to other levels of government and/or the private sector.
