William Early Appointed GSA's Chief Financial OfficerGSA #9583 May 21, 1999 WASHINGTON, DC -- The U.S. General Services Administration today announced the appointment of William B. Early, Jr. as the agency's Chief Financial Officer (CFO). The appointment is effective May 23. In making the appointment, GSA Administrator David J. Barram said, "We are fortunate to have Bill Early so well prepared to step in as CFO. He has been an extraordinary Budget Director and has shown his executive ability as GSA's Deputy CFO. His strong background in finance and administration, coupled with his long experience with GSA, allow us to continue our tradition of outstanding CFOs. I enjoy working with Bill and appreciate his many talents." As CFO, Early will oversee GSA's financial management, including budgeting, accounting, cash management, payroll, financial reporting, strategic planning and performance measurement. With a direct impact last fiscal year on over $52 billion in Federal purchases and an annual budget of $13.8 billion, GSA's CFO manages financial operations that are equivalent in size and complexity to those of a large corporation Since 1979 Early has served as GSA's Director of Budget and was responsible for formulation and execution of the GSA's multibillion annual financial program including all aspects of budget formulation, resources allocation, and financial control. Since February 1998, he has also served as the Deputy CFO. Early has been involved in the financial area since joining GSA in 1971. Early received his Bachelors of Science from the University of Richmond in Mathematics and his MBA from the University of South Carolina. He received the Presidential Meritorious executive rank award in 1994. Early succeeds Thomas Bloom. Bloom has accepted a position as Director of the Defense Financial Accounting Service (DFAS) where he will oversee the accounting and finance activities of the Defense Department. GSA was one of the first Federal agencies to have audited financial statements. Fiscal year 1998 was the 11th consecutive year in which GSA received an unqualified opinion from its auditors. This year, the GSA celebrates its 50th anniversary. GSA was created in 1949 to provide policy leadership and expertly managed space, products, services, and solutions, at the best value, to enable Federal employees to accomplish their missions.
