GSA Awards New Per Diem ContractGSA #9579 May 7, 1999
GSA's Office of Governmentwide Policy, which is in charge of setting the rates, has asked Arthur Andersen to survey hotel rates and meal costs in locations traveled to by Government employees on official business. For the lodging rate, Andersen will survey 2 and 3 star hotels that are on the fire safety list maintained by the Federal Emergency Management Administration. Per diem rates are based on a lodgings-plus system, where employees are reimbursed for the actual cost of lodging up to a set limit plus a fixed amount for meals and incidental expenses. Based on this information and the available number of room nights for each location, GSA establishes the appropriate per diem allowance for each location. Travel per diem rates for locations outside the continental United States -- Alaska, Hawaii, and the U.S. territories and possessions -- are set by the Department of Defense. Rates for international travel are set by the Department of State. The Federal per diem rates for Year 2000 will be announced in the Federal Register in December 1999.
