Transition of technologies to the fleet and acquisition are top priorities, ONR emphasizes both transition centric programs and transition methodologies under the Director of Transition. Efforts include the manufacturing methods used to build naval warfare systems, programs that stimulate advantageous government-industry partnerships, and an investment portfolio that emphasizes requirements pull by the fleet and acquisition.

In addition, its Corporate Programs Division manages ONR's cross-disciplinary education and research infrastructure programs to increase the numbers and improve the capabilities of engineers and scientists working on issues of concern to the Navy, now and in the future.
