Premium Efficiency Wood and Pellet Stoves
The 2007 Oregon Legislature has approved qualifying new premium efficiency wood and pellet stoves as eligible for the Oregon Residential Energy Tax Credit Program. Only the highest energy efficient wood and pellet stoves qualify and must meet specific criteria (see below).
 
The tax credit amount is based on the estimated average first year energy savings and cost for equipment. For premium efficiency wood and pellet stoves that qualify, the tax credit amount is 25 percent of the net cost up to $300.
 
Criteria
 
To qualify for the program, the wood and pellet stove must be new (not used) and must meet the following criteria which were established during the public rulemaking process. The equipment must:
  • Be purchased on or after January 1, 2007 (applies retroactively); and

  • Produce less than 250,000 British thermal units (Btu) per hour heat output; and

  • Be installed in an Oregon residential dwelling; and

  • Be installed with a dedicated outside combustion air intake (see below); and

  • Listed in the United States Department Environmental Protection AgencyList of EPA Certified Wood Stoves or other third-party certified list approved by the Director or have a certificate of performance from a currently US EPA certified woodstove testing laboratory. All must show:

    • A non-catalytic wood stove with emissions of 4.5 grams of smoke per hour or less; or
    • A catalytic wood or pellet stove with emissions of 2.5 grams of smoke per hour or less.
 
Eligible costs include the net price of the stove, combustion air ducting. It does not include chimney or flue costs.
 
Dedicated Outside Air
 
In order to qualify, your premium efficiency wood and pellet stove must be installed with dedicated outside air. This combustion requirement can be satisfied with one of the following options:
  1. Duct directly connected to the stove (preferred)

  2. Duct terminates at the hearth with barometric or manual damper

  3. Duct with barometric damper within the room
 
The stove and damper installation must be in compliance with building code requirements.
 
Applying for the Tax Credit
  1. Verify that your new wood or pellet stove meets the criteria (see above).

  2. Complete and sign the tax credit application for Premium Efficiency Wood and Pellet Stoves.

  3. Send the completed application to the Oregon Department of Energy with a copy of the dated receipt or other proof of payment that includes the make and model of stove. Do not to wait to apply until tax season as requests may be delayed for several weeks due to the volume of applications.

  4. Claim the tax credit when filing your Oregon income tax return. Keep the tax certificate, a copy of the application, proof of payment and any other supporting documentation. Do not attach this documentation to the tax return. If the return is audited, the Department of Revenue will request copies of the tax certificate and supporting documentation. Pellet Purchase Tax Credit
 
The 2007 Oregon Legislature also approved a separate self-administered tax credit program called the Biofuels Consumer Income Tax Credit for the purchase of pellets and other renewable fuels at $10 per cord of dry firewood or ton of fuel purchased. This tax credit is regulated by the Oregon Department of Revenue and is taken directly on state income tax forms.
