The purpose of a hydraulics project approval (HPA) permit, issued by Washington State Department of Fish and Wildlife (WDFW, external link), is to see that construction activities that affect the bed or flow of state waters is done in a manner that prevents damage to the state's fish and shellfish and their habitat.

What activities require this permit?

A Hydraulic Project Approval (HPA) is required when any construction activity in or near state waters is proposed. State waters include all marine waters and fresh waters of the state.
