WASHINGTON - The National Defense Stockpile Market Impact Committee today published a Federal Register Notice (64FR 27233, May 19,1999) seeking public comment on the market impact of the Department of Defense's proposed sale of excess materials from the National Defense Stockpile.
The Committee, co-chaired by the Departments of Commerce and State, is considering DOD's proposed revisions to the FY 1999 Annual Materials Plan (AMP), which must be approved by Congress. The quantity of each material that will actually be offered for sale will depend on the market for the material at the time as well as the quantity of material approved by Congress for disposal. The Committee will consider public comments on the proposed sales (see below) if received by June 18, 1999.
The DOD maintains a stockpile to supply military, industrial, and essential civilian needs of the United States for national defense. When selling or acquiring stockpile materials, DOD must refrain from causing undue market disruption, while at the same time protect the U.S. Government against avoidable loss.
