Washington, D.C. -- Commerce Under Secretary William A. Reinsch and Director of the Defense Technology Security Administration Dave Tarbell of the Defense Department will announce the release of a long-awaited study by Dr. Seymour E. Goodman, Dr. Peter Wolcott and Dr. Patrick Homer on the U.S. and international strategic uses of high performance computers and the implications of widespread availability of very powerful computer components on the worldwide market. Dr. Goodman and Dr. Wolcott will be available to discuss their findings.
This is the second study Dr. Goodman has conducted for the Departments of Commerce and Defense. The study issued in 1995 predicted that computers with speeds of over 2,000 MTOPS would be widely available in commercial markets by 1997. Those predictions have proven true. This study finds that current and predicted advances in high performance computing capability will make export controls much more difficult.
Both studies have been conducted as part of President Clinton's decision in 1993 to periodically assess strategic use and commercial availability of powerful computers and the impact of export controls on the American computer industry.
