Target Training Populations

UMDNJ logo The center will target workers conducting hazardous waste site investigations or cleanup operations at Resource Conservation and Recovery Act (RCRA)/treatment, storage and disposal (TSD) facilities, and emergency response activities. Additionally, minority youth in the New York City area will be targeted for the Minority Worker Training Program. Underrepresented minorities from Newark, NJ and Glen Cove, NY sites will be targeted for the Brownfields Minority Worker Training Program.

Program Description

The New Jersey/New York Hazardous Materials Worker Training Center (NJ/NY HMWTC) provides training under the Hazardous Waste Worker Training Program (HWWTP), the Hazmat Disaster Preparedness Training Program (HDPTP), the Minority Worker Training Program (MWTP) and the Brownfields Minority Worker Training Program (BMWTP). For each program area, the NJ/NY HMWTC has established relationships with the target populations and represents unions, academia, labor, private and public sectors. A major objective of the Center is to prevent and reduce disability, morbidity and mortality due to potential risks during hazardous waste operations and emergency response through effective health and safety training. Additionally, this Center aims to improve the systematic collection, analysis and dissemination of data to increase the understanding of health status among various populations, especially underrepresented minorities, in Federal Region II. The thousands of Federal and State Superfund sites in Region II, where cleanup is either planned or in progress, clearly demonstrate a large population in need of health and safety training. Center members for the HWWT program include: the University of Medicine and Dentistry of New Jersey (UMDNJ), Hunter College, New Jersey State Police (NJSP), New York Committee for Occupational Safety and Health (NYCOSH), New York Carpenters Labor Technical College, the University at Buffalo and the Universidad Metropolitana (UMET).

Program objectives for the MWTP and BMWTP are similar, to prepare and place underrepresented minorities in the expanding area of environmental cleanup, assessment and construction. Center members for these programs are the UMDNJ, New York Carpenters Labor Technical College, and various community based organizations (CBOs). These two programs differ specifically in their target populations. The MWTP program trains young underrepresented minorities from the New York City area and the BMWTP trains underrepresented minorities from two Brownfields sites (i.e., Glen Cove, NY; Newark, NJ) in a comprehensive 20-week "pre apprentice" training program, certifying them to conduct a range of environmental work.

Under the HDPT program, Center members include UMDNJ, Hunter College, NYCOSH, the University at Buffalo and UMET. The goal of the program is to provide training in disaster preparedness to public sector and union representatives. Through the training program, workers will acquire knowledge and skills to protect themselves and their communities from exposure to hazardous materials that may be encountered during activities involving hazardous materials and waste generation, removal, containment, transportation and/or emergency response. This training is consistent with the objectives of Healthy People 2010 (http://www.healthypeople.gov/) Exit NIEHS Website to reduce disability, morbidity and mortality from work-related injuries. The NJ/NY HMWTC will provide training to meet needs of workers responding to WMD incidents and other disasters. The objective of this project is to increase the number of workers prepared to respond to future terrorist attacks including environmental response workers, skilled construction personnel, healthcare workers and others who will respond to national disasters.
