Office of Security Inquiries restructured

LOS ALAMOS, N.M., January 23, 2003 -- In an ongoing effort to fundamentally change the University of California's audit oversight of Los Alamos National Laboratory, the waste, fraud and abuse inquiry function of the Laboratory's Office of Security Inquiries (OSI) has been transferred to the Audits and Assessments Office, reporting directly to UC Auditor Patrick Reed.

"This has been the subject of some concern in the wake of alleged purchase card abuse and other alleged theft," said Scott Gibbs, acting leader of Security and Safeguards Division. "It has become clear that waste, fraud and abuse inquiries require a heightened level of independence, and should report directly to the university, and that is what we have done." This decision was made in consultation with UC audit and security officials, according to Gibbs.

The remainder of OSI's responsibilities will remain intact. The office will continue to be the Laboratory's primary liaison with law enforcement. The office will continue to provide other services including the coordination of protection for VIP visitors; security coordination for protests, demonstrations and public meetings; and the oversight and direction for the Laboratory's parking enforcement program.

Glenn Tegtmeyer has been named acting office leader of OSI, effective Jan. 22. Tegtmeyer had been serving as S-Division's Senior Security Advisor to the Associate Director for Operations. Tegtmeyer has enjoyed a long career in security across the DOE complex and is a graduate of both the Federal Bureau of Investigation National Academy and the National Defense University Security Management Program.

In the near-term S-Division will provide assistance to the Audits and Assessments Office staff as required until the office is ready to fully take over. S-Division will also add staff from inside the division as well as from across the Laboratory to improve the division's "lessons learned" program, said Gibbs.

Los Alamos enhances global security by ensuring the safety and reliability of the U.S. nuclear stockpile, developing technologies to reduce threats from weapons of mass destruction, and solving problems related to energy, environment, infrastructure, health and national security concerns.
