ATF Youth Crime Gun Trace Report 1999 for Jersey City, New Jersey and Other Cities

Bureau of Alcohol, Tobacco and Firearms (ATF) Special Agent in Charge Edgar A. Domenech, in conjunction with Michael Moriarty, Director of Police for the Jersey City, New Jersey Police Department, today announce the release of the ATF Youth Crime Gun Interdiction Initiative (YCGII) Trace Analysis Report-1999. The YCGII program is in its 4th year in Jersey City. This report compiles and summarizes ATF's crime gun trace information from all sources in an effort to combat violent crime in our community.

"ATF is committed to combating firearms violence and the illegal trafficking of firearms into our communities," said SAC Domenech. "We want residents of all ages, especially our children, to feel safe in their neighborhoods. Denying criminals and juveniles access to handguns is a top priority with Federal, as well as State and local law enforcement in New Jersey."

This study reveals important trends and patterns regarding crime guns in Jersey City, and the other 35 cities that participated in the program and contributed data as a result of crime gun tracing. The report reveals information concerning the illegal sources of guns to Juveniles (ages 17 & under) and Youth (ages 18-24). YCGII is aimed at identifying and stopping the illegal supply of firearms to children and other prohibited persons.

  • YCGII program expanded from its original 17 cities in 1996 to 38 cities during 1999, and is expected to increase to 50 in coming years, pending the future passage of federal appropriations by Congress.

  • YCGII report analyzed source states for crime guns recovered in Jersey City. 85% of traceable crime guns recovered in Jersey City came from sources outside of New Jersey (47% from North & South Carolina, Florida and Georgia).

  • 70% of all crime guns traced were handguns and semi-automatic pistols accounted for more than half (53%).

  • Semi-automatic pistols were the most popular crime guns recovered from Youth (57%) and Juveniles (60%) in Jersey City.

  • Juveniles (16%) and Youth (48%) accounted for more than half of the crime guns traces in Jersey City. The national average is 43%.

The total number of crime guns submitted for tracing by the Jersey City Police Department, for this report, was 118. The most frequently traced crime guns by manufacturer and caliber were:

2. Smith & Wesson 9mm
3. Bryco Arms .380 caliber
4. Davis Industries .380 caliber
5. FIE .25 caliber
6. Lorcin .380 caliber
7. Raven Arms .25 caliber
8. Smith & Wesson .38 caliber

Only 15% of all traceable crime guns recovered in Jersey City came from federally licensed firearm dealers in New Jersey.
