Accountant, GS-510-5/7/9 with promotion potential to the GS-11 grade level.
GS-5 = $24,701 per annum; GS-7 = $30,597 per annum; GS-9 = $37,428 per
annum
LOCATION:
USDA, OCFO, National Finance Center, New Orleans, Louisiana.
MAJOR
DUTIES: Incumbent performs a variety of technical accounting assignments
or works with a segment of accounting systems. Responsibilities include
assisting in the review and evaluation of a variety of subsystems by analyzing
financial transactions processed by numerous feeder subsystems (e.g. payroll/personnel,
travel, accounts payable, etc.) recorded in the National Finance Center
General Ledger; verifying general ledger entries against source documents
in order to determine the reliability of accounting transactions; analyzing
erroneous transactions; and recommending solutions to supervisor.
BASIC QUALIFICATION REQUIREMENTS FOR ALL GRADES: You must have a bachelor's degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours or credit in business law. OR You must have a combination of college-level education and experience---at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. This background must include one of the following: Twenty-four-semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as a Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA), obtained through written examination; OR Completion
of the requirements for a degree that included fifteen semester hours in
accounting or auditing or a related field e.g. valuation engineering or
financial institution examining courses AND have successfully worked
at the full performance level (GS-11) in accounting or auditing AND,
have provided written documentation from a panel of at least two higher
level professional accountants or auditors attesting that the candidate
demonstrated a good knowledge of accounting/auditing and of related and
underlying fields that equals in breadth, depth, currency, and level of
advancement that is normally associated with successful completion of the
4-year course study described in the paragraph above.
ADDITIONAL REQUIREMENTS: GS-7: You must have at least one year (12 months) of experience performing professional accounting assignments that involved technical review and evaluation of financial transactions generated by a variety of automated accounting systems. This experience is considered specialized experience and must be equivalent to at least the GS-5 level in the Federal service. OR You must have successfully completed at least one full year (18 semester hours or equivalent) of graduate level education in accounting. OR You
must have a degree in accounting or in a related field such as business
administration, finance, or public administration that included or was
supplemented by 24 semester hours in accounting, the 24 semester hours
may include up to 6 hours in business law AND have Superior Academic
Achievement (SAA). SAA is based on either 1) Class standing, upper third
of the graduating class in the college, university, or major subdivision
based on completed courses; or 2) Grade-point average, 3.0 or higher out
of a possible 4.0 as recorded on my official transcript, or as computed
based on 4 years of education, or as computed based on courses completed
during the final 2 years of the curriculum; or 3.5 or higher out of a possible
4.0 based on the average of the required courses in the major field completed
during the final 2 years of the curriculum; or 3) Election to membership
in one of the national scholastic honor societies listed in the Association
of College Honor Societies and/or Baird's Manual of American College Fraternities.

GS-9: You must have at least one year of experience performing professional accounting assignments that involved technical review and evaluation of financial transactions generated by a variety of automated accounting systems. This experience must have involved determining the nature and extent of problems, developing recommendations for solutions, etc. This experience is considered specialized experience |

is equivalent to at least the GS-7 level in the Federal service.
