Dr. Curt Mann, NACMCF Chairperson and USDA Deputy Undersecretary for Food Safety, opened the meeting
at 9:00 am on Friday June 8, 2007. Both the Chairperson and Vice-Chairperson, Dr. Robert Brackett, Director,
Food and Drug Administration/Center for Food Safety and Applied Nutrition, made opening remarks. Dr.
Mann mentioned how valuable the NACMCF is to the sponsoring Agencies and commended the Committee for
their hard work on providing scientific advice. Certificates of appointment, along with letters from the
Secretary of Agriculture were presented to Committee members.
Presentation of Reports
Mr. Spencer Garrett, Chair of the Subcommittee "Determination of Cooking Parameters for Safe Seafood for
Consumers" brought a draft final report to the Full Committee for consideration of adoption. Mr. Garrett
led the group through the document, asking if members had questions. The Committee deliberated and several
members asked questions and provided input to the report. Mr. Garrett thanked the Committee and especially
the Subcommittee members who worked very diligently in producing the report. A motion was made and seconded
to adopt the document as final, with the understanding that the agreed upon changes would be incorporated
(1st motion by Irene Wesley, 2nd motion by Joseph Madden).
Dr. Uday Dessai, Chair of the Subcommittee "Determination of the Most Appropriate Technologies for the Food
Safety and Inspection Service to Adopt in Performing Routine and Baseline Microbiological Analyses,"
reported on the first meeting of this Subcommittee. The Subcommittee was provided with Food Safety and Inspection
Service (FSIS) presentations on Agency pathogen testing methods, baseline verification testing, indicator
organisms, and exploring potential for developing new systems. Invited speakers from AOAC covered best
practices for microbiological methodology, challenges in developing/validating new methods, and the role of
partnership to leverage resources in support of food safety programs.
The focus of the work of this Subcommittee will be on methods and technologies that apply to FSIS needs to support
food safety and public health, and emphasis on pathogens and pathogen traits useful to detection and enumeration.
Testing multiple analytes in a single sample, collecting both qualitative and quantitative data, potential
criteria to be used in evaluating a technology – concentration technologies, specificity, sensitivity and
others will be considered when evaluating a technology. Also input from the Centers for Disease Control and
Prevention on speciation, molecular subtyping, and next generation PulseNet methodologies were addressed. The
final Subcommittee report will include a statement on sampling plans and statistical design, which is outside
the scope of the charge. The direction the Subcommittee will follow in addressing the charge is still under
discussion. Subject matter experts to be invited to future Subcommittee meetings and meeting format options
are also being decided. The Subcommittee had a very intensive 2-day session. The group's next meeting was
planned for August 6, 2007.
Ms. Jenny Scott, filling in for Dr. Donald Zink, Chair for the Subcommittee "Assessment of the Food Safety
Importance of Mycobacterium avium subspecies paratuberculosis (MAP)," reported on the
group's progress. Ms. Scott indicated that a rough first draft had been completed on two of the charge questions
related to food, water and environmental sources of contamination, with respect to potential exposure among
human populations to MAP. The Subcommittee began drafting the text on current detection methodologies and
processing interventions to reduce exposure. Ms. Scott acknowledged the valuable contributions Dr. Radcliff
from Marshfield Clinic has made to the MAP Subcommittee. The Subcommittee anticipates needing only a few more
working sessions before a draft final report will be ready to bring to the Full Committee for consideration of adoption.
The other Subcommittee, "Parameters for Inoculated Pack/Challenge Study Protocols," chaired by Dr.
Donald Zink, will meet for the first time this summer to begin their work.
