This form is to be used by persons/companies requesting a right-of-entry permit for a beach wedding on unencumbered State lands only.  Please note some beaches in the State are managed by other government agencies, e.g. the counties.  Applicants are advised to seek authorization for use of those beaches from the appropriate government agency managing those areas. Ordinary processing time for this form is 7 days from the date that a fully completed form with any necessary accompanying documents and/or information is received by the Department. If you have questions about the form or the process, please call our Honolulu office at 808-587-0417.

Kauai County:

The Department of Land and Natural Resources has acted to prohibit Beach Wedding Right-of-Entry Permits for two sites on Kauai:

EXCLUDED from perrmit process due to sensitive cultural site:
Kukui Heiau
TMK (4) 4-3-002:seaward of 010.  Within this area is the Kukui Heiau, a sensitive cultural site.  Kukui Heiau is more particularly located on the point near the makai edge of the Lae Nani Condo.

RESTRICTED seasonal access for permits due to hazardous coastal conditions:
Lumahai Beach
TMK (4) 5-7-003:seaward of 003 and (4) 5-6-003:seaward of 004.  These two areas together comprise Lumahai Beach.  Permits will be granted for the period Memorial Day to Labor Day, inclusive, each year.  Permits will not be granted after Labor Day, each year, until Memorial Day of the following year.  Lumahai is considered to be a dangerous location because of hazardous coastal conditions during our seasonal periods of high surf.  It is considered to be a safe location only during the summer months.

            (The area shown on this map between the
            northern boundary of Kaanapali Beach at
            Papakea/Kaanapali Shores and the southern
            boundary at Waihikuli Road is under the
            jurisdiction of the Division of Boating and
            Ocean Recreation (DOBOR). Applications for
            any commercial permits in this area must
            be made to DOBOR and must receive approval
            from the Board of Land and Natural
            Resources.)

Shoreline Certification - Notice of Appeal (05/2003)

This Notice of Appeal form is for persons requesting an appeal of a proposed shoreline certification or rejection. Appeals must be received no later than 20 days from the date of OEQC public notice of the proposed certification or rejection. Please refer to ยง13-222-26, HAR, for the rules on appeals of shoreline certification.
