What is CA$HLINK II?

CA$HLINK II is an electronic cash concentration, financial information, and data warehouse system used to manage the collection of U.S. government funds and to provide deposit information to federal agencies. CA$HLINK II links federal agencies, Financial Institutions, the Federal Reserve Banks, and the Department of Treasury fund managers through an electronic network. CA$HLINK II receives deposit information, initiates fund transfers, and concentrates daily deposits made through FMS-managed collection mechanisms such as the Treasury's General Account, Lockbox, Pay.gov, Credit Card, Paper Check Conversion and Fedwire Deposit System into the Treasury's account at the Federal Reserve Bank.

CA$HLINK II provides federal agencies with information (via the Internet) to verify deposits, ACH and Fedwire transfers, and voucher adjustments to reconcile their accounts. CA$HLINK II provides automated workflows, processes and notifications to expedite tasks which currently require phone calls, faxes and letters to accomplish (e.g. a request to correct a voucher). Data, which can be printed and downloaded, is available on-line for up to seven years, allowing users to access the system to query their detail deposits and summary-level cash flows.

In addition, CA$HLINK II assists the Treasury in managing depositary services provided by financial institutions, monitoring the cash position of the U.S. government, and by providing detailed queries, reports and statistics.

How will I access CA$HLINK II?

Access to the CA$HLINK II application will be through your connection to the Internet. Therefore, CA$HLINK II can be accessed from any user workstation which meets the hardware, software, and connectivity specification requirements.

Who are the key users of the CA$HLINK II system?

The key users of the system within the federal government include the Financial Management Service, the Office of the Secretary of the Treasury, and thousands of federal agencies. Financial institutions are also key users of the system.

Can I download the CA$HLINK II software?

The CA$HLINK II Client Software is now available for downloading via the Internet at http://www.cashlink2.gov. You must have a CA$HLINK II User ID and Active Password. We support only Internet Explorer 5.5 and higher and Netscape Navigator 4.5 and higher. In addition, the browser security option TLS v1.0 must be enabled.
