The Office of Superintendent of Public Instruction
Patricia I. Wright has 22 years experience with VDOE including acting superintendent of public instruction, deputy superintendent, assistant superintendent for instruction, director of secondary instruction and mathematics supervisor. Dr. Wright served as a leader in the development and subsequent revision of the Virginia Standards of Learning and has been an invited speaker on standards-based reform in several states. She serves as VDOE's coordinator for the No Child Left Behind Act of 2001, responsible for policy, development and implementation.

Director
The Office of Human Resources works with VDOE management to provide a quality and timely human-resource program based on positive customer service for employees and external clients and to promote fair and consistent human resources practices.

Business and Risk Management
Thomas Broyles - Director
The Director for Business and Risk Management promotes sound internal control policies and procedures. His responsibilities include implementation and compliance with the State Comptroller’s Agency Risk Management and Internal Control Standards Directive, review and monitoring of audit-related issues including local education agency subrecipients. The director is also responsible for reviewing and ensuring compliance with the continuity of operations plan and investigations arising from the State Employee Fraud, Waste and Abuse Hotline.
Research & Strategic Planning
Dr. Deborah L. Jonas - Executive Director
The Executive Director for Research and Strategic Planning provides support and advice to the superintendent of public instruction, the executive leadership of the department and VDOE staff. She conducts, coordinates and oversees scientifically based research and analyses conducted by the department and in cooperation with partner agencies and organizations. In addition, the executive director provides internal consultation services to VDOE staff on issues pertaining to research, analysis and program evaluation and supports the department’s strategic and operational process-improvement initiatives.
