The following privately owned items are not permitted on
the Laboratory site without prior written approval:
Dangerous weapons (including Mace or Pepper Spray; see below)
Explosives
Dangerous instruments or materials likely to produce
substantial injury or damage to persons or property
Binoculars or telescopes (may be brought on site but
must remain secured in a vehicle and cannot be used)
Recording equipment (audio, video, optical or data)
Electronic equipment with a data exchange port capable
of being connected to automated information system equipment
Cameras, including electronic equipment containing a camera (see Cameras
for more information)
Cell telephones (except those permanently mounted in
a vehicle; see below)
Radio-frequency (RF) transmitting equipment (except
when permanently mounted in a vehicle and operating on approved FCC frequencies)
Computers and associated media
Alcoholic beverages
Poisonous or corrosive materials
Controlled substances including illegal drugs and associated
paraphernalia (except prescription drugs in their original containers)
Other items prohibited by law
Cell Phones
Privately owned, portable cellular telephones may be used in Open
areas and Property Protection (non-classified) areas of the
Laboratory and Site 300 without restriction.
Privately owned cellular telephones are subject to the following
restrictions when taken into Limited (classified security) areas:
They may only be used outdoors.
They may be operated only by persons who have LLNL, DOE, or
Sandia badges.
They may not be brought into buildings or trailers.
Cell phones that contain cameras or have other imaging
capability are considered cameras, not cell phones, and thus are not
permitted in any badged area of the Laboratory without a Controlled
Items Permit (see below).
U.S Government- or LLNL-owned portable cellular telephones are permitted in
classified buildings only if the battery is removed from the telephone. Such
phones may not be used inside classified buildings. Exceptions are made for
emergency services personnel who are responding to emergencies (Fire, Police,
HAZMAT, etc.).
Mace/Pepper Spray
Mace and Pepper Spray are non-lethal weapons that can now
be carried
in the State of California without a permit, if used solely for
self-defense. [California Penal Code section:12403.7(a)] However,
both are considered to be controlled items at LLNL because they are
capable of being used as offensive weapons. Persons desiring to carry
Pepper Spray on site must request a Controlled Items Permit (see
below) from the Protective Force Division. An exception is granted
for persons who complete the LLNL certification for carrying Pepper
Spray. All persons desiring to bring Mace on site must first obtain a
Controlled Items Permit.
Neither Mace, Pepper Spray, nor any other tear gas or similar
weapon is allowed inside the Protected Area (Buildings 331 and 332
complex, i.e., Superblock).
Controlled Items Permit
Sometimes it is necessary to bring a privately owned controlled
item onto the site for work-related reasons. In those instances, a
permit must be obtained at least one workday prior to the date
needed for bringing the item on site. Persons who bring controlled items on site and are not in possession of a
valid Controlled Items Permit may have the item seized at an inspection point,
and may be subject to disciplinary action.
