Jack Zinman has been appointed Legal Counsel to the Common Carrier Bureau Chief, Lawrence Strickling, of the Federal Communications Commission. Mr. Zinman will advise the Bureau Chief on universal service and broadband issues. Since November 1998, Mr. Zinman has worked in the Accounting Policy Division of the Common Carrier Bureau. His primary responsibilities included high-cost universal service support and administration of the universal service fund. He also served as Federal Staff Chair of the Federal-State Joint Board on Universal Service. Mr. Zinman previously worked in the Commercial Wireless Division of the Wireless Telecommunications Bureau, where he handled issues concerning spectrum auctions and licensing. Before joining the Commission in 1997, Mr. Zinman served as a staff attorney for Justice Sandra Schultz Newman of the Supreme Court of Pennsylvania, and as an associate at the litigation firm of Margolis Edelstein in Philadelphia. Mr. Zinman received a B.S. in Commerce from the University of Virginia's McIntire School of Commerce in 1991, and a J.D. from the Villanova University School of Law in 1994. -FCC-
