Carol Mattey has been appointed Deputy Chief of the Common Carrier Bureau. In her new position as Deputy Chief of the Common Carrier Bureau, Ms. Mattey will be responsible for universal service, consumer protection, the schools and libraries program, accounting and auditing. She will supervise the Accounting Policy and the Accounting Safeguards Divisions. Since 1998, Ms. Mattey has been Chief of the Policy and Program Planning Division of the Common Carrier Bureau. As Chief of the Policy Division, Ms. Mattey was responsible for implementation of many key issues stemming from the Telecommunications Act of 1996, including supervision of the new unbundling rules to promote local telecommunications competition, the development of rules to promote the deployment of advanced services to American consumers, and the review of Bell Atlantic's application to provide long distance service in New York. Prior to joining the Commission, Ms. Mattey was a senior staff member at the National Telecommunications & Information Administration (NTIA), and an associate at the Washington, D.C. law firm of Wilmer, Cutler & Pickering, where she specialized in communications. Ms. Mattey received her J.D. cum laude in 1983 from the University of Pennsylvania Law School, where she was an editor of the University of Pennsylvania Law Review. She also received a M.A. in Public Policy Analysis from the University of Pennsylvania. She received a B.A. with high distinction from the University of Virginia. Ms. Mattey is a member of the District of Columbia Bar and the Federal Communications Bar Association. - FCC -
