Today, the Common Carrier Bureau of the Federal Communications Commission (FCC) made the following announcements of promotions and appointments in the Network Services Division and the Accounting Policy Division. L. Charles Keller has been appointed Division Chief for the Network Services Division. Mr. Keller has been a Deputy Division Chief for the Accounting Policy Division since February 1999, where he supervised projects related to universal service support for high-cost areas and low-income individuals. Before becoming a deputy, he was a staff attorney in the Accounting Policy Division for three years. Prior to joining the Commission, Mr. Keller was a telecommunications attorney in private practice. The Network Services Division handles, among other things, telephone-numbering issues, telecommunications access issues for people with disabilities, and Part 68 equipment authorizations. Katherine L. Schroder has been appointed Deputy Division Chief for the Accounting Policy Division, reporting to Division Chief Irene Flannery. Ms. Schroder will have primary responsibility for issues relating to the administration of the high-cost universal service support mechanism. Since June 1998, Ms. Schroder has served as Counsel to the Common Carrier Bureau Chief for pricing and universal service issues. Prior to joining the Office of the Bureau Chief, she served as an attorney in the Policy and Program Planning Division, and an attorney in the Competitive Pricing Division. Ms. Schroder joined the Commission in 1994, after graduating from the Harvard Law School. -- more -- Sharon Webber has been appointed Deputy Division Chief for the Accounting Policy Division, reporting to Division Chief Irene Flannery. Webber's primary responsibilities will be jurisdictional separations and the schools and libraries support mechanism. Ms. Webber has been an attorney-advisor in the division since April 1998, and most recently served as federal staff chair for the federal-state joint board on jurisdictional separations. During her time in the division, Ms. Webber also has worked on schools and libraries support issues. Prior to joining the Commission, Ms. Webber was a telecommunications attorney in private practice. The Accounting Policy Division of the Common Carrier Bureau handles proceedings involving universal service support, including implementation of section 254 of the Telecommunications Act, and jurisdictional separations reform. The division staff also serves as the federal staff of the Federal-State Joint Board on Universal Service and the Federal-State Joint Board on Jurisdictional Separations. - FCC -
