Washington, DC--Federal Communications Commission Chairman William E. Kennard today announced changes in some of the top staffing posts at the FCC.
"I feel proud and honored to have these talented individuals on my team. They all have made and will continue to make enormous contributions to the FCC," said Chairman Kennard.
The Chairman appointed Dorothy Attwood as senior legal advisor in the Office of the Chairman. Attwood will continue to specialize in common carrier and enforcement issues. In addition, the Chairman announced that his legal advisor for wireless and international affairs, Ari Fitzgerald, has accepted a promotion to become a deputy bureau chief of the International Bureau. The Chairman has appointed Clint Odom to replace Fitzgerald as legal advisor for wireless and international matters in the Chairman's office. In April, the Chairman appointed Karen Edwards Onyeije as his legal advisor for mass media and cable issues. Onyeije will also assume responsibility for consumer issues in the Chairman's office.
The Chairman has asked Roderick Porter to take a temporary leave from his current position as a deputy bureau chief of the International Bureau in order to serve a six-month detail assignment as deputy chief for operations in the Consumer Information Bureau.
Dorothy Attwood has been a legal advisor to Chairman Kennard since July of 1999, specializing in common carrier issues, enforcement and consumer issues. Before joining the Chairman's office, she was the chief of the Common Carrier Bureau's Enforcement Division. After joining the Commission in 1996, Attwood served in the Policy and Program Planning Division of the Bureau, on a detail from the Office of General Counsel, where she was involved in rulemakings implementing the Telecommunications Act of 1996.
Ari Fitzgerald has been legal advisor to the Chairman since the beginning of Chairman Kennard's tenure and has specialized in international and wireless issues. Before his appointment, Fitzgerald served as senior legal advisor to the chief of the International Bureau. Fitzgerald joined the Commission from the United States Justice Department's Office of Legal Counsel, where for three years he provided legal advice to the White House Counsel's Office and executive branch agencies.
Roderick Porter has served as deputy chief of the International Bureau since its inception in 1994. He was previously deputy chief of the Mass Media Bureau and had several positions in that bureau and its predecessor, the Broadcast Bureau. He also has served as legal advisor to FCC Chairman Richard E. Wiley. From 1976 to 1981, he was an attorney in a Washington, DC, communications law firm.
Clint Odom is leaving his post as legal advisor in the Cable Services Bureau for the Chairman's office. He had held this position since March 1999. Before that, he served the Commission as attorney-advisor in the Policy and Rules Division of the Cable Services Bureau, and attorney advisor in the Commercial Wireless Division of the Wireless Telecommunications Bureau. He joined the FCC in 1996 in the Office of the General Counsel as an attorney advisor.
Karen Edwards Onyeije has served as special counsel in the Office of General Counsel since October 1999. In this capacity, she handled mass media and cable policies, including biennial review of the broadcast cross ownership rules, digital must carry, equal employment opportunity rules for broadcaster and multichannel video programming providers, and the Commission's merger review process. Before joining the Commission, she served as senior policy advisor for Intergovernmental Affairs to the Assistant Secretary of Commerce, National Telecommunications and Information Administration (NTIA).
