Sub-Administrador - Europa y Eurasia

Antes de ingresar a USAID, entre 1992 y 2001, el Dr. Hill se desempeñó como Presidente del Eastern Nazarene College en Quincy, Massachusetts. Entre 1986 y 1992, fue Presidente del "Institute on Religion and Democracy" (Instituto de Religión y Democracia) en Washington, D.C.

Se graduó en el Northwest Nazarene College y posteriormente obtuvo su Maestría en Lengua Rusa y un Doctorado en Historia en la Universidad de Washington, en Seattle.
