COMMISSIONER TRISTANI ANNOUNCES PERSONAL STAFF
Rick Chessen has been appointed to Senior Legal Advisor. In this role, he will advise the Commissioner on cable and mass media issues. Chessen has recently served as Deputy Chief of the Policy and Rules Division in the Cable Services Bureau. Prior to joining the FCC, he was an attorney in private practice at Sonnenschein, Nath & Rosenthal. Chessen received his law degree from Harvard University and a B.A. degree from the University of Wisconsin-Madison.
Karen Gulick has been named as Legal Advisor on wireless and international issues. Gulick has served as the Assistant Bureau Chief of the Wireless Telecommunications Bureau at the Federal Communications Commission. Prior to her work in the Bureau, she served as Special Counsel to General Counsel William E. Kennard and as interim Legal Advisor to Commissioner Susan Ness. Before joining the FCC, she practiced law at the firm of Latham & Watkins. Gulick received her law degree from Yale Law School and an A.B. from Stanford University.
Paul Gallant has been named as Legal Advisor on common carrier issues. Gallant has recently served as Legal Advisor to Commissioner Quello and before that served as Legal Counsel to the Chief of the Common Carrier Bureau. Prior to that he was an attorney in the Policy Division of the Common Carrier Bureau, where he helped implement the local competition provisions of the Telecommunications Act of 1996. Gallant joined the Commission in 1993 as an attorney-advisor in the Cable Services Bureau where he helped implement the Cable Act of 1992. He received his law degree from Catholic University and a B.A. degree from Georgetown University.
Helen Hillegass has been named as Confidential Assistant. Prior to moving to Washington, D.C., Hillegass served as the Director of the Children's Safehouse a forensic interviewing facility for All Faiths Receiving Home, a non-profit association helping abused children. Prior to that she was a partner in the law firm of Keleher & McLead, in Albuquerque, New Mexico where she worked with Commissioner Tristani for several years before leaving private practice. Hillegass received her law degree from the University of New Mexico and an A.B. from Vassar College.
