THOMAS POWER NAMED LEGAL ADVISOR TO CHAIRMAN KENNARD


Chairman William E. Kennard has named Thomas Power to be a Legal Advisor. Power will advise the Chairman on common carrier and cable issues.

Power has been Chief of the Legal Branch in the Common Carrier Bureau's Competitive Pricing Division since March 1997. In that role he was involved in the development and implementation of rules and policies governing pricing and tariffing of telecommunications common carrier services.

Prior to that he was Assistant Chief of the Cable Services Bureau's Policy and Rules Division, which he joined in November 1994. In that position Power was involved in a variety of adjudications and rulemakings, particularly those involving small cable systems and the cable cost-of-service rules.

Before coming to the Commission, he was a partner in the Washington, DC, office of the law firm of Winston & Strawn where he represented various multichannel video programming distributors with respect to regulatory, litigation and transactional matters and counseled financial institutions as to the impact of federal regulation on investments in the cable industry.

Power received both his B.A. degree, with honors, in American Government and his J.D. degree from the University of Virginia.
