CHAIRMAN HUNDT NAMES MEMBERS TO
UNIVERSAL SERVICE BOARDS


Chairman Reed E. Hundt today named the members of the Boards of Directors of three corporations charged with implementing federal universal service support mechanisms. In a Report and Order and Second Order on Reconsideration released by the Commission on July 18, 1997 (CC Docket Nos. 97-21 and 96-45), the Commission directed the National Exchange Carrier Association, Inc. to establish the Universal Service Administrative Company (USAC), the Schools and Libraries Corporation, and the Rural Health Care Corporation to perform specified functions relating to administering the universal service support mechanisms. In a Public Notice released on August 1, 1997, the Commission asked members of the industry and non-industry groups that will be represented on the Boards of Directors of USAC, the Schools and Libraries Corporation, and Rural Health Care Corporation to submit nominations for those Boards by August 15, 1997.

Chairman Hundt named the following individuals to the USAC Board of Directors:

  • Frank Gumper, Vice President of Federal Regulatory Planning, Bell Atlantic;

  • Kevin Hess, Vice President, TDS TELECOM;

  • Edwin Eichler, Chairman, Organization for the Promotion and Advancement of Small Telecommunications Companies;

  • Donald Lynch, Senior Vice President, Financial Operations and Local Markets, MCI Telecommunications Corporation;

  • James Jackson, Regulatory Attorney, General Communication, Inc;

  • Tom Wheeler, President of the Cellular Telecommunications Industry Association;

  • Heather Burnett Gold, President, Association for Local Telecommunications Services, Inc.;

  • Lisa Rosenbloom, Senior Vice President of Regulatory and Legal Affairs of the Telephony and Data Services Division, Cablevision Systems Corporation;

  • David Abramson, Corporate Public Affairs Manager, 3Com Corporation;

  • Ann Bryant, Executive Director of the National School Boards Association;

  • Henry Marockie, President, Council of Chief State School Officers;

  • Brian Talbott, Executive Director, American Association of Educational Service Agencies;

  • Kathleen Ouye, Chief Librarian, San Mateo Public Library;

  • Jay Sanders, President, American Telemedicine Association;

  • John Anthony Butler, Vice President for Technology, National Urban League;

  • Martha Hogerty, Public Counsel, Office of the Missouri Public Counsel; and

  • Allan Thoms, Chair, Iowa Utilities Board;


Chairman Hundt named the following individuals to the Schools and Libraries Corporation Board of Directors:

  • Ann Bryant, Executive Director, National School Boards Association;

  • Henry Marockie, President, Council of Chief State School Officers;

  • Brian Talbott, Executive Director, American Association of Educational Service Agencies;

  • Kathleen Ouye, City Librarian, San Mateo Public Library; and

  • Ken Brody, Managing Partner, Winslow Partners will serve as the independent director.


Chairman Hundt named the following individuals to the Rural Health Care Corporation Board of Directors:

  • Jay Sanders, President, American Telemedicine Association;

  • Isiah Lineberry, Director of the Office of Rural Health Policy, West Virginia Department of Public Health; and

  • Sanford Greenberg, Chairman, Focus, Inc. to serve as the independent director.


Pursuant to the Commission's July 18th Order, the USAC Board is directed to hold its first meeting in Washington, DC by September 23, 1997. The date of the initial meeting, which will be held at the FCC, will be announced shortly.

Within seven calendar days of the USAC Board's first meeting, the USAC Board will select a service provider representative to serve on the Schools and Libraries Corporation Board and the same or a different service provider representative to serve on the Rural Health Care Corporation Board from among the service provider representatives on the USAC Board. Once a service provider representative has been appointed to the Schools and Libraries Corporation Board, the six Board members (including the schools and libraries representatives and the independent director) will submit a CEO candidate to the Chairman for approval. The chosen CEO also will serve on the Board of the Schools and Libraries Corporation.

Similarly, once a service provider representative has been appointed to the Rural Health Care Corporation Board, the four Board members (including the independent director and the rural health care representatives) will submit a CEO candidate to the Chairman for approval. The chosen CEO also will serve on the Board of the Rural Health Care Corporation.
