Washington, D.C. 20554 [DA 97-60] Released January 9, 1997 FEDERAL-STATE JOINT BOARD ON UNIVERSAL SERVICE: AGENDA AND PANELISTS ANNOUNCED FOR STAFF WORKSHOPS ON PROXY COST MODELS ON JANUARY 14-15, 1997 CC DOCKET 96-45 On December 12, 1996, the Federal-State Joint Board on universal service announced that the staff would conduct workshops to enable the federal and state staffs to work with industry participants to select a proxy model on January 14 and 15, 1997 [DA 96-2091]. The workshops will be held in the Commission's room 856 at 1919 M Street, N.W, Washington, D.C. beginning at 9 a.m. each day, and are open to the public. The workshops will consist of four round table discussions on issues relating to the selection of a proxy cost model for determining the cost of providing the service supported by the universal service support mechanism. The first panel will discuss modeling network investment; the second panel will discuss modeling operating and support expenses; the third panel will discuss modeling capital expenses; and the fourth panel will discuss validation of the models. An agenda for the workshops and a list of the participants on each panel is attached. In response to the December 12, 1996 Public Notice announcing the workshops, three proxy cost models have been submitted for consideration at the workshops: (1) the Benchmark Cost Proxy Model (BCPM) was submitted by U S West, Sprint, and Pacific Bell; (2) the Hatfield Model, Version 2.2, Release 2, developed by Hatfield Associates, was submitted by AT&T Corp. and MCI Telecommunications Corp.; and (3) the Telecom Economic Cost Model, developed by Ben Johnson Associates, Inc, was submitted by the New Jersey Division of the Ratepayer Advocate. Those submissions are available for public inspection during regular business hours in the FCC Reference Center, Room 239, 1919 M Street, N.W., Washington, D.C. 20554.
