Section 273 permits BOCs to engage in manufacturing, if certain requirements are met that are designed to promote competition and prevent anticompetitive behavior (including discrimination in the procurement of telecommunications equipment). In its NPRM, the Commission proposed a framework that is intended to encourage robust competition for manufactured products through the increased availability of network and planning information and fair and open forums for establishing equipment standards and for certifying equipment.
