High Flux Beam Reactor Community Input

The public is invited to review the Proposed Remedial Action Plan (PRAP) for the High Flux Beam Reactor (HFBR) and to send comments on it to the Department of Energy (DOE) during the formal comment period. 

The comment period runs from Monday, January 10, 2008 through Thursday, March 17, 2008.  After the public comment period ends, DOE will carefully consider the public's input.  The DOE will then recommend a remedy to the U.S. Environmental Protection Agency and the New York State Department of Environmental Conservation.  The final decision will be detailed in a Record of Decision (ROD) which will include DOE's response to community comments in a Responsiveness Summary.

Community Advisory Council

Brookhaven National Laboratory established a Community Advisory Council (CAC) in 1998 to advise the Director of the Lab on issues important to the community.  Membership of the CAC consists of the representatives of 27 local business, civic, education, environment, and health organizations.  The CAC meets on the second Thursday of each month.  The meetings are open to the public.

The CAC has been closely following the issues surrounding the decommissioning of the HFBR.  The CAC received numerous presentations in 2005 and 2006 that included:

  • HFBR Workshop and Facility Tour - August 11, 2005
  • Comparison of the BGRR and HFBR - October 20, 2005
  • Draft Remedial Alternatives were presented - March 9, 2006
  • Draft Remedial Alternatives Continued - April 20, 2006
  • A panel of Lab experts answered CAC questions on the draft alternatives - June 8, 2006
  • The CAC held discussions on the draft alternatives - July 13, 2006

In addition to the presentations listed above, the CAC has received periodic updates on the status of the decommissioning project.  Early input from the CAC highlighted the concerns of some community members regarding the removal and disposal of radioactive reactor components such as the control rod blades and beam plugs.  As a result, the focus of the remedial alternatives being developed was changed to take the input into consideration.

  • February 14, 2008
  • March 13, 2008

Brookhaven Executive Roundtable

The Brookhaven Executive Roundtable (BER) was established in 1997 by the U.S. Department of Energy (DOE), Brookhaven Site Office.  BER was formed to provide a forum for frequent, routine, and executive level communications about Brookhaven National Laboratory (BNL). 

BER's membership consists of executive level representation from DOE, BNL, U.S. Environmental Protection Agency, New York State departments of Environmental Conservation and Health, Suffolk County Department of Health Services, Suffolk County Planning Commission, Suffolk County Water Authority, Long Island Pine Barrens Commission, the Town of Brookhaven, and Federal, state, and local elected officials.

The BER has also been closely following the decommissioning of the HFBR.  The BER received the following presentations:

Civic Association Outreach

Letters announcing that planning for the HFBR decommissioning was beginning were sent to 27 local civic organizations on April 14, 2006.  As a result, BNL staff were invited to make presentations on the decommissioning plans to two Civic Associations:

  • Manorville Civic and Taxpayers Association - May 4, 2006
  • East Yaphank Civic Association - June 1, 2006

Additional outreach is planned to the civic organizations in early 2008.  Updates on the HFBR decommissioning project, an offer to present to their membership, an opportunity to provide comments, and an invitation to attend the information and public meetings will be extended.

HFBR Stack Survey

In April 2006, the BNL Community Relations Office identified 40 individuals and organizations with a possible interest in the decision-making process for the final disposition of the HFBR red-and-white stack.  The organizations were divided into three categories - historical interests, water navigational interests, and air navigational interests.  They included the Federal Aviation Administration, local airports, local historical societies, and the New York State Office of Historic Preservation.  As a result of contacts made with these organizations, 13 expressed interest in the decision-making process.  They have been added to the HFBR mailing list and will receive updates and meeting notifications.
