Richard named director of ORNL's Office of Laboratory Nuclear Operations

OAK RIDGE, Tenn., Aug. 1, 1995 — Jackson B. Richard has been named director of the Office of Laboratory Nuclear Operations at the Department of Energy's (DOE) Oak Ridge National Laboratory (ORNL).

Richard will be responsible for matters relating to the operation, maintenance and support of nuclear facilities located at ORNL. This includes oversight of the proper and safe operation, management and control of test and research nuclear reactors and other nuclear facilities at ORNL. He previously was director of reactor operations at ORNL.

A U.S. Navy veteran, Richard is a former special assistant to the chief of Naval Operations, special assistant in the executive office of the president, division director in the Bureau of Naval Personnel, director of undersea warfare in the Office of Naval Intelligence, director of current plans and policy in the Office of the Chief of Naval Operations and commanding officer of the Pearl Harbor submarine base.

Earlier in his naval career, Richard served in sea duty assignments on destroyers, diesel submarines and three nuclear attack and ballistic missile submarines. He was commanding officer of the first of a new class of nuclear attack submarines and later commanded the first division of those submarines.

After retiring from the Navy in 1978, Richard became vice president of Nuclear Systems, Inc., of Baton Rouge, La., which was involved in the field of industrial radiology. In 1981, Richard joined Middle South Utilities, Inc., of New Orleans, serving as senior vice president responsible for all aspects of the Grand Gulf commercial nuclear plant in Mississippi.

Richard joined Lockheed Martin Energy Systems in 1988. He has primarily been involved in activities related to the restart and operation of the DOE test and research reactors at ORNL.

He is a graduate of the U.S. Naval Academy and resides in Oak Ridge. Richard has two children, including a son, Jack Jr., who lives in Germantown, Md., and a daughter, Sheri, who resides in Gonzalez, La.

ORNL, one of DOE's multiprogram national research and development facilities, is managed by Lockheed Martin Energy Systems, which also manages the Oak Ridge K-25 Site and the Oak Ridge Y-12 Plant.
